Papers of a journalist and member of the Industrial Workers of the World, editor of the Seattle "Industrial Worker," participant in the Grange movement, and supporter of the Democratic Party. The papers, bound into two volumes, include: articles written by Payne; newspaper clippings; copies of the "Industrial Worker"; and correspondence to and from individuals including George w. Atkinson, Ralph Bates, Dave Beck, E. J. Brasch, Ed Delaney, John M. Glenn, John Haney, Roland H. Hartley, Ervin E. King, Charles H. Leavy, Jack London, Robert Owen, Franklin D. Roosevelt, Frank Schultz, Joseph Wagner, and James H. Wright. Also includes materials relating to Pend Oreille County, Washington.
